Mr. Anand Mohan Tiwari, IAS (Retd.)
Shri Anand Mohan Tiwari is a senior public policy leader and development practitioner with over 34 years of distinguished service in the Indian Administrative Service, including two decades dedicated to transformational work in women’s empowerment, rural development, tribal development, education, and corporate social responsibility.
A postgraduate in M.Sc. (BHU) and MBA (Slovenia), Shri Tiwari has held several key leadership positions in the Government of India and the Government of Gujarat. He served as Executive Director of the World Bank and IFAD–supported Swa-Shakti Project, and later as Secretary** of the Departments of Rural Development**, Tribal Development, and Education in Gujarat. He was also the founding Chief Executive Officer of the Gujarat CSR Authority , where he pioneered outcome-driven CSR models that became benchmarks for large-scale social impact.
In the industrial sector, he has led some of Gujarat’s major public enterprises as Managing Director of Gujarat Narmada Valley Fertilizer Company (GNFC), Gujarat Alkalies & Chemicals Ltd. (GACL), and Gujarat State Fertilizer & Chemicals Ltd. (GSFC). His governance experience also includes board positions in multiple national and international corporations, including Tunisian Indian Fertilizer Company, Indian Potash Limited, Gujarat Green Revolution Company, and several others.
A widely respected development expert, Shri Tiwari has designed and executed some of India’s most impactful livelihood and tribal empowerment programmes , including the landmark income-doubling initiative for Scheduled Tribe households in Gujarat, benefiting more than 3.25 lakh families. His leadership enabled the creation of 38,000 women’s self-help groups across eight states, establishment of state-of-the-art vocational training centres, and strengthening of Eklavya Model Residential Schools.
He has served as Adjunct Professor at IRMA, Managing Trustee of NM Sadguru Water & Development Foundation, and currently chairs the Shroff’s Foundation Trust. He also advises the Deepak Foundation, serves as a trustee of the Osmosis Centre for Special Children, and is associated with prominent academic institutions including the Central University of Gujarat and TransStadia University. As an independent director, he is on the Boards of *Transpek Industry Ltd., TCL Intermediates Ltd., Om Power Transmission Ltd., and Farm Gas Pvt. Ltd.
Shri Tiwari has published in Routledge, Sage, and other respected platforms, and has delivered invited lectures at institutions such as IIMA, IRMA, Azim Premji Foundation, and the LBS National Academy of Administration. He has also received international training from Harvard Kennedy School, Cambridge Judge Business School, IIM Ahmedabad/Bangalore/Kolkata, University of Ljubljana, and JICA Japan.
